America's Coal Associations comprised of the nation's state Coal Associations and major coal advocacy groups issued the following statement in response to the final passage of the One Big Beautiful Bill Act (OBBB) by Congress and its expected signing by President Trump:

“Today marks a landmark victory for our nation's coal miners, their families, and every community that depends on coal for its livelihood said Judy Colgan, Executive director, Rocky Mountain Mining Institute. 

"The passage of the One Big Beautiful Bill is a decisive blow to the regulatory overreach that has stifled our industry and jeopardized America's energy independence for far too long," said Krissy Lilljedahl, Administrative Director, Texas Mining and Reclamation Association.

“This sweeping legislation restores common sense to energy policy by removing the federal government’s obstacles from domestic coal production. It opens up access to reserves on federal lands, streamlines permitting, reduces burdensome royalty rates, and ensures coal remains a foundational part of our nation’s energy mix" said Emily Arthun, CEO, Americas Coal Council. 

Most critically, the bill permanently rolls back IRA environmental mandates that were never about protecting the environment but about picking energy winners and losers and severely crippling coal within the nation's energy mix. Under this bill:

  • Key clean-energy tax credits—including the PTC, ITC, and EV subsidies—are being phased out, forcing green energy developers to meet deadlines or lose lucrative incentives;  
  • Electric vehicle and charging station credits will end by September 2025 and June 2026, respectively;
  • Methane emissions fees are delayed for a decade, halting punitive enforcement that punished American producers while rewarding foreign competitors;
  • Recognizes the importance of base load power generation for securing the nation's electric grid;
  • Incorporates certain coals with metallurgical properties as critical minerals for advanced manufacturing.

"This is more than a policy win—it’s a declaration that the American coal miner is finally being rightfully acknowledged as a valued part of our national conversation,” said Lyndsey Wright of the Women's Mining Coalition. "We are once again being treated as the essential workers we are: powering the nation, building the economy, and keeping the lights on."
